Part of this effort is encouraging people to actively utilize and log-in Twitter when they register an account, as specified in our Inactive Accounts Policy. As for the timeline of opening up those accounts, Twitter’s not stating. And the great print on the non-active account policy page still keeps in mind that the service does not “typically accept requests for usernames that appear non-active,” short of perceived trademark infringement.
