The races for district councils, one of the lowest elected offices in Hong Kong, are normally a controlled affair focused on community concerns. The district councils are one of the most democratic bodies in Hong Kong. Some of the most violent clashes yet between protesters and the police took place last week, turning two university campuses into battlegrounds. Joseph Cheng, a retired teacher at City University of Hong Kong, had forecasted that pro-democracy prospects would have trouble making big gains. The issue played to much deeper worries about Beijing’s infringement on Hong Kong, which has kept its own political and judicial system given that the former British nest was recovered by China in 1997.
